Michael Salla, PhD - Getting to Yes with ET: Citizen Diplomacy with Extraterrestrial Civilizations
Since the dawn of the atomic age, different groups of extraterrestrial visitors have had secret meetings with national governments to discuss nuclear weapons and other destructive technologies. The Eisehnower administration took a tough negotiating position, and spurned extraterrestrial visitors not willing to trade advanced technology/information. In subsequent agreements that have been reached with other extraterrestrial groups willing to negotiate on the administration's terms, advanced technology/information has been traded for extraterrestrials gaining the right to establish earth bases, conduct genetic experiments, perform a limited number of abductions, and to extract Earth resources for off planet trade. Tensions arising from these agreements have led to military confrontations between extraterrestrial groups and government agencies, and has led to support for the weaponization of space by the U.S. military to rectify what they perceive to be a weak negotiating position. Other extraterrestrial races have monitored these covert agreements and helped alert private citizens to what is secretly occuring, and to awaken humanity to the dangers of irresponsible uses of destructive technologies. By learning the true situation arising from covert agreements, working with extraterrestrials genuinely desiring to assist humanity, private citizens and groups can start "citizen diplomacy" initiatives that expose the secret agreements that have been reached, put a stop to the development and use of advanced space weapons, and ensure a genuine age of peace and cooperation with extraterrestrial visitors.***
In her book Connecting the Dots, Paola Harris presents twenty six disclosure interviews from “top level” people who discuss their personal involvement in the UFO Phenomena. These people are mostly military, intelligence and ex- NASA personnel. Beginning from the time of her involvement with CUFOS and Dr. J. Allen Hynek in 1979 to today, in a power point presentation,she will share with the audience what these three of these ex –military witnesses have shared with her and how this fits into the overall UFO Framework. In this presentation, Italian Journalist Paola Harris will show new “never before seen interviews” of these people discussing various aspects of contact with extraterrestrials. This is why it is ever so important that we weigh the exopolitical implications of this inevitable contact through examining the actual facts and testimony and past political policy. That will become more important than measuring the radiation level of the soil sample or the radar positioning of the object in our skies! Ironically,the UfO examined could be ours. It is time to determine our individual positions and our own individual philosophy of contact and then look at our role as a species. In the end ,we need to work out a philosophy of study that can be incorporated in our academia to educate our future generations so they do not re-invent the wheel but maybe re-interpret it. Also, to eliminate this regime of “fear”, we may need to return to a more naive time where we acted out of respect to bring back the enthusiasm of the 50’s days of space exploration and Sagan-like wide- eyed wonderment of the Universe.With a philosophy in place, the protocol must come next for establishing peaceful relations with extraterrestrials. Ex-airman Charles Hall, when confronted with the physical presence of the “Tall Whites” needed to decide whether to stand or run, whether to speak or shoot, whether he was sane or insane and whether he acting as an individual or part some established program. This is all protocol. Any future contact will present us with these future dilemmas, and dealing with these will be vital for establishing world peace.

A unique event occurred in Montana in 1967. UFOs were reported being observed at multiple missile sites at the same time Minuteman ICBMs were disabled. This dramatic and highly significant event has been carefully documented by an ex-Air force officer, Robert Salas, who was in command of some of these weapons at the time of the event. Official Air Force documents and witness accounts provide the evidence for validating this event. This evidence clearly supports the conclusion that these objects were not of this world and demonstrated their ability to disable our nuclear weapons. This incident was one of many that have occurred involving UFOs around nuclear facilities. Mr. Salas will present his evidence of this incident and explore the conjecture that those in control of these objects have a particular concern about nuclear weapons.

My message is divided into two main themes. First, who is actually running the United States and other major Western countries? Second, what are the consequences of the long-time cover-up of extraterrestrial intelligence and advanced technology?
It appears that real governance has passed from elected accountable representatives of the people to an unelected, unaccountable elite group of senior government officials and industrial leaders - an industrial military complex - whose agenda is incompatible with the needs and desires of the population at large.
Evidence indicates that the survival of the planet as a reasonably friendly and hospitable environment is at stake, and that vested interests may be blocking effective plans to save it before it is too late.
Even worse, the military industrial complex that General Eisenhauer warned us about is producing weapons systems designed to confront the visitors from space and in the process producing a sure recipe for possible conflict with unknown and potentially disastrous consequences which one hesitates to contemplate. Only an early and complete disclosure of the truth can save us from our folly.

Who will respond to a call from a Planet in Peril? Be careful whom you ask - the First Responder may come to harvest, not to heal. Or does that comment pander to fear-based thinking that blinds us to rational consideration of what the real issues are, and the development of strategies of deliverance? A significant part of the problem is that worldwide, critical decision-making is a monopoly of the few. Life determining decisions are made in secret, and rarely formally announced. This frustrates discussion of the issues and energy is drawn simply to adjust to the consequences of decisions made by the few that favor the few. Several examples of this are well known to this audience. The first is the boycott of information of past and current interaction of extraterrestrial civilizations with Earth. The second is the extreme difficulty to abolish weapons of mass destructions, and the third - the steamrolling rush to war in the Middle East.
An observation is that a strident fear factor underlies all three of these examples, and that is a common denominator in autocratic decision-making. The options we have in the United States to declare our independence from this tyranny are all based upon garnering information, building a knowledge base that cannot be ignored, and powerful enough to awaken sleepwalkers from their cultural trance. My talk will address how we build the information base we need, and strategies to use it with power and success.
